1998 blazer trans problem

my sister has a 98 blazer with the 4.3 and auto trans, the trans had a problem so she got it rebuilt 1 time and the problem came back so she got it rebuilt again for the second time and its still doing it , it being staying in gear and not shifting, if u put it in (1),(2),(3) all do the same as (D) any one know anything about these trans's

Hmm TV cable or govenor maybe?

98 is 4L60E which has shift soleniods, no governer or TV cable. Sticking in gear means the trans is in limp mode and there is an electrical problem somewhere. Hook up a scan tool and see what codes are in the PCM.
